Requirement
EDF Energy's Networks Branch CDM Implementation Manager, Peter Fisher, said: "We wanted to improve the overall management and coordination of the CDM process through all stages of the project right from the concept and design, through the actual on site installation stage and beyond to the operation and eventual dismantlement. Our objective was to reduce the risk of injuries and accidents occurring during construction."

Solution
EDF Energy has rolled out Ai Solutions Limited (
www.aisolutions.co.uk) software across its three power distribution networks to help ensure a consistent approach to health and safety.

The energy company's South East Networks Branch has used Ai Solutions Limited's Construction Design and Management (CDM) ToolKit for five years and in April 2004 the latest version was extended to the London and the East of England networks.

Usage
The ToolKit is designed to address all the health and safety risks involved in the whole life of a project, from conception to demolition and enables a unified approach to important safety matters which are at the heart of everything the company does.

At EDF Energy the software is used by more than 200 staff from their major project teams in planning and designing projects that can include work such as power upgrades at main substations and the installation of new transformers.

Benefits
It has proved a valuable tool for project managers as part of the process of carrying out risk assessments and preparing robust health and safety plans that explain to contractors the risks involved. Project managers have access to the ToolKit from their PC. 

One of the key advantages of the new system is that it enables project managers to refer to health and safety plans on similar projects. This can substantially reduce time spent producing health and safety plans by guiding those preparing them on information which should be in the documents. It also has the effect of improving the quality and value of information on safety hazards, ensuring easily comprehensible information is distributed to staff.

The ToolKit contains an encyclopedic knowledge centre on health and safety legislation, regulations and welfare along with a knowledge base containing the company's own risk assessments, policies and documents.

There is also a project database containing examples of EDF Energy's health and safety plans and a section about organisations to help project managers assess the competency of the contractors and consultants they work with.

Construction site health & safety documents from the web

Safety Works Ltd have recently signed up its 5000th registered user to its new web site, www.fastplanonline.co.uk, which provides construction site health and safety documentation.

The site was first launched two years ago and is proving to be very popular with contractors and project personnel who need to prepare documents such as Risk Assessments, Method Statements and Construction Phase H&S Plans amongst other things.

Health and safety is often seen as a bureaucratic paper chase, what this web site does is simplify matters, enabling even those who know little about health and safety to produce meaningful documents. 

It is widely acknowledged that there is an urgent need amongst the construction industry to change attitudes and behavior toward health and safety.  Many contractors continue to produce generic documentation and in doing so fail to meet the requirements of the CDM and MHASAW regulations. Too much effort seems to go into being legal' rather than being safe.'

The documentation is created using a comprehensive database of risk assessments that provide solutions to the risks and hazards identified on site. The database is the culmination of years of experience in dealing with this subject.
It is presented in such a way as to provide a complete management tool for the practical application of site safety, not just legal compliance. This system does not provide generic forms, or templates, but solutions.
Access to the web site is available any time, any place, to suit the user.  No investment in application software is needed and files can be saved, altered, closed and returned to in the same way as any other electronic document.

The site comprises a range of modules:  Outline Plan, Risk Assessments, Method Statements, COSHH Assessments, Noise Assessments, Toolbox Talks, Site Management Documents (Work Permits, First Aid, Induction Records) and Full Construction Phase H&S Plans.

Step by step questions identify the plant, machinery, tools and equipment that will be used, together with the work activities.  This information is then matched to a database of over 1100 risk assessment scenarios in order to identify a solution, and the file is then compiled on Safety Works in house servers.  The resultant documentation can then be downloaded or emailed.
